Meet Your Council

The Council of the ZF Mgcawu District Municipality is the highest decision-making authority within the institution and is entrusted with the dual mandate of legislative authority and executive oversight, as provided for in the Constitution of the Republic of South Africa. The Council is composed of 23 Councillors, of whom 10 are directly elected through proportional representation, while 13 are appointed by Local Municipalities in the District through a system of secondment. This composition ensures both democratic representation and the integration of local-level perspectives into district-level governance.

In alignment with its constitutional and legislative mandate, the Council performs a critical role in shaping policy direction, approving strategic plans, and exercising oversight over the implementation of the Municipality’s programmes and activities. While the Council has delegated its executive functions to the Executive Mayor and the Mayoral Committee, it retains full legislative authority and remains the original source of executive power within the District Municipality. This delegation arrangement allows for operational efficiency while preserving Council’s strategic oversight role.

The Council is actively engaged in monitoring the performance of the Executive Mayor and the administration, ensuring that executive actions are consistent with the approved Integrated Development Plan (IDP), budget, and other strategic frameworks. Through robust oversight mechanisms and participatory processes, the Council reinforces the principles of transparency, accountability, and good governance. Its leadership role is pivotal in guiding the District Municipality towards the achievement of its developmental mandate.
