Section 80 Committees: The Executive Governance Architecture

The Mayoral Committee is constituted in terms of Section 80 of the Act and functions as the executive arm of the Council. Chaired by the Executive Mayor, Councillor M.C. Basson, the Mayoral Committee is composed of the Chairpersons of the various Portfolio Committees, each of whom holds a distinct functional responsibility within the Council’s governance architecture. The Committee provides strategic leadership, ensures policy coherence, and monitors the overall performance of the municipal administration in alignment with the objectives and resolutions of Council.

The core functions of the Mayoral Committee centre on providing collective political leadership by steering the strategic direction of the District Municipality and ensuring that Council resolutions are executed in line with the IDP, budget, and legislative mandates. The Committee oversees the performance of the administration to ensure that all departments operate efficiently, lawfully, and in accordance with Council policy. It further coordinates the work of Portfolio Committees to maintain synergy across key functional areas such as finance, corporate services, and planning and development. In addition, the Committee advises the Executive Mayor on governance, service delivery, institutional policy, and intergovernmental matters, while also strengthening accountability by receiving departmental progress reports and ensuring corrective action where underperformance or non-compliance is identified.

Each member of the Mayoral Committee is assigned to lead a specific Portfolio Committee, which functions as a strategic platform for in-depth policy formulation, sectoral oversight, and thematic governance. These Portfolio Committees serve as the policy engine rooms of the District Municipality, focusing on critical areas such as financial management, corporate services, and planning and development.

Their role is to deliberate on matters within their respective portfolios, assess departmental performance, and formulate well-informed recommendations for consideration by the Mayoral Committee. In doing so, Portfolio Committees ensure that governance remains targeted, coherent, and aligned with the strategic priorities of Council.
