ZFM Holds Council Meeting Prior to National Lockdown
During a Council meeting held on the 26th March 2020, the Council of the ZF Mgcawu District Municipality adopted its Draft Budget 2020/23, Draft Integrated Development Plan 2020/21 and Oversight Report 2018/2019. The Draft Budget was tabled by the Executive Mayor, Cllr Paulus Mgcera and the greater part of his speech emphasised the clarion call of the President. “South Africans have had to make difficult choices and sacrifices but all have been determined that these sacrifices are absolutely necessary. Therefore this budget speech is given in light of the national crisis that we face as a country but with the hope that by working together we can overcome even the toughest of challenges,” he said.
Quoting Luke chapter 12:48 which says: “From everyone who has been given much, much will be required; and from him who has been entrusted with much, even more will be demanded”- Illustrating that local government being the sphere of government closest to the people will be entrusted with the biggest responsibility and even more will be demanded.
The Executive Mayor concluded his speech with the resounding words of President Cyril Ramaphosa: “In the days, weeks and months ahead our resolve, our resourcefulness and our unity as a nation will be tested as never before. I call on all of us, one and all, to play our part. To be courageous, to be patient, and above all, to show compassion”
In accordance with Sec 21 of Act 32/2000 read with Sec 25 of the said Act, Sec 16 (1) and 16 (2) of Act 56/2003 and Sec 129 (3) of Act 56/2003 that at a Council meeting held on 26 March 2020, the Council of ZF Mgcawu District Municipality approved the following:
