ZFM continues its Legacy of Excellence with its 10th Clean Audit
The ZF Mgcawu District Municipality welcomes the 2022/2023 Auditor-General’s Municipal Finance Management Act (MFMA) Consolidated General Report on Local Government Audit Outcomes. According to the Auditor-General’s Report, the ZF Mgcawu District Municipality is one of only three out of the 31 municipalities in the Northern Cape to have achieved a Clean Audit. Furthermore, it is one of just 34 municipalities out of 257 in South Africa to have attained this highly sought-after audit outcome.
This significant milestone, announced by the Auditor-General of South Africa on the 27th of August 2024, reflects the Municipality’s unwavering commitment to good governance, accountability, and sound financial management. The Auditor-General’s ZF Mgcawu District Municipality report covers critical areas such as financial management, compliance, governance, and performance against pre-determined objectives. The District Municipality has received a clean bill of health in all these areas, with no non-compliance issues or material misstatements identified. It is important to note that Clean Audits demonstrate strong financial and performance management practices, ensuring compliance with relevant legislation.
The ZF Mgcawu District Municipality has sustained its Clean Audit status for 10 years due to implementing sound financial and performance management disciplines and performing its functions in accordance with applicable legislation. The Council has intensified its oversight role and acts with urgency to instil a culture of performance, transparency, and institutional integrity. By receiving a clean audit, the ZF Mgcawu District has shown that they are effectively managing public funds and resources in accordance with legislative requirements and best practices. This accomplishment reflects positively on the leadership and staff of the District Municipality. The ZF Mgcawu District’s achievement serves as a model of excellence for other Municipalities to emulate.
The acting Municipal Manager, Mr. Alfred Tieties, emphasized the critical nature of legal compliance in the management of the District Municipality. He also underscored the Council’s oversight responsibilities in ensuring that budget and performance targets are achieved, as well as the need for accountability in cases of underperformance. These factors played a pivotal role in the attainment of this Clean Audit opinion. Mr. Tieties further highlighted that “our commitment to accountability, robust internal controls, and effective governance practices are key drivers behind our achievement of a clean audit. These principles were instrumental in guiding our efforts and ensuring transparency, efficiency and consequence management in our operations.”
The Executive Mayor, Councillor Maryna Basson expressed pride in the achievement, commending the administration’s hard work and dedication. The ZF Mgcawu District Municipality’s political and administrative environment is strong, with measures in place to ensure adequate oversight. Councillor Basson emphasized that effective internal controls and good governance are top priorities for the District Municipality. “This accomplishment underscores the Municipality’s dedication to maintaining robust governance structures and ensuring accountability and transparency,” she further stated.
The Council of the ZF Mgcawu District Municipality conveyed their sincere appreciation for this notable achievement. However, the true highlight of their gratitude was directed towards the senior management and staff, who were commended for their unwavering commitment, diligent work ethic, and exemplary professionalism throughout the audit process, ultimately culminating in a Clean Audit.
