Municipal Public Accounts Committee (MPAC)
The Municipal Public Accounts Committee (MPAC), established in accordance with Section 79 of the Local Government: Municipal Structures Act, 117 of 1998, functions as an independent oversight body of Council, tasked with strengthening financial governance and institutional accountability. Operating as a critical pillar within the broader governance framework of the ZF Mgcawu District Municipality, MPAC ensures that the principles of transparency, ethical leadership, and fiscal discipline are upheld in the use of public resources.
The Committee’s mandate centres on the scrutiny of financial management, with specific emphasis on reviewing annual financial statements, audit outcomes, in-year reports, and the implementation of the District Municipality’s budget. By interrogating these financial instruments and engaging with administrative leadership, MPAC helps to ensure that municipal funds are utilised in a manner that is lawful, efficient, and aligned with Council-approved plans and priorities.
MPAC plays an instrumental role in evaluating the performance of the executive, this includes analysing the appropriateness of spending decisions, identifying instances of non-compliance or financial irregularity, and recommending corrective measures to promote accountability and systemic improvement. Through this function, MPAC not only enhances the integrity of the District Municipality’s financial systems but also reinforces the oversight capacity of Council.
Importantly, MPAC serves as the institutional watchdog on behalf of the Council, ensuring that executive functionaries are held accountable for their decisions and actions. The Committee’s work contributes to the broader goal of restoring and maintaining public trust in the administration by promoting good governance, ethical conduct, and responsible stewardship of municipal resources.
Through its diligent monitoring and reporting efforts, the Municipal Public Accounts Committee continues to strengthen institutional governance, foster a culture of accountability, and uphold the constitutional values of openness, responsiveness, and integrity in public administration.
